The title is a pun. It can refer to the old political regime of "Separate development" or "Apartheid". It can also refer to the development of photographs. The painting imitates the slight colour jump from one print to the next. The line between the two falls between the two groups on the jetty.They're looking in different directions and are engaged in very different activities. They share a common physical space, but there's not much shared head space!
